The Joint Committee on High -Risk Infant Environment, Intervention and Follow-up was developed from a proposal and discussion at a meeting of the Maternal and Child Health (MCH) Section, American Public Health Association, in November l985. Discussions focused on the problems arising from the impact of the environment and various interventions, intended and unintended, on the longterm care of infants. It was also noted that many high-risk infants were still being discharged from newborn intensive care units (NICUs) with very limited discharge planning and limited provision for appropriate continuity of care and follow-up evaluation. Early discharge programs were adding to the issues.
