Stark II bans 11 "designated health services"

Effective January 1, 1995, Stark II prohibits physicians or their immediate family members who have a "financial relationship" with an entity from referring their patients to the entity for "designated health services" covered by either Medicare or Medicaid. Stark I prohibited self-referral only for Medicare-covered clinical laboratory services. Stark II expands the ban to a list of 10 additional "designated health services" and applies when these services are covered by Medicaid, as well as Medicare.
