This article summarizes the observations of the Party School of the CCP Central Committee in a 2 month (March-May) study of rural areas where changes have occurred because of newly implemented systems in which responsibility is linked to output. 3 systems are discussed: 1) fixing farm output quotas for each household and assigning households full responsibility for task completion; 2) centralized operations with responsibilities assigned to the laborers and renumeration linked to output; and 3) assuming full responsibility for specialized tasks, with renumeration linked to output. Several views on policies and relevant proposals are discussed in the 2nd part of the article: 1) our policies must be steadfast and we must set the people's minds at ease; 2) our specific policies must not restrict the extent of being well off or set up obstacles to becoming well off; 3) we must persist in bringing the enthusiasm of both the collective and the individual into play, and must prevent tendencies which weaken the collective economy; 4) we must pay attention to solving the problem of seeking ways out for the labor force; 5) we must satisfactorily plan for the livelihood of the families and the households enjoying the 5 guarantees, and 6) it is of key importance to build a good contingent of rural cadres.
