This book contains the papers presented during a seminar organized by the Social Division of IDRC in Bogota, Colombia, on 15 September 1981. The seminar focused on some of the research being carried out with IDRC help on official rural primary education, and permitted exchange of ideas and experiences. Not only did researchers in the social sciences field attend the meeting, but also officials at the educational decision making level and members of the teachers' national professional associations. The first priority was to find effective ways of disseminating the results of educational research, so that they become part of the basis on which education-related decisions are taken. Taken together, the papers presented gave an integrated analysis of the educational process and its problems at the primary official level rather than, as so often happens, a quantitative point of view. In this frame of reference, the presentations brought out important theoretical and political aspects related to the subject, including the use that teachers make of scientific information, their access to it, the labour problems of the teaching profession, the hotly debated point of public expense for education, the school-community relationship and the subject of preschool education.
