A federal model to create alternative rural hospitals is stalled because of confusion and distrust. The model, frequently referred to as "each/peach," was funded to the tune of $9.8 million as an effort to ensure that a full range of care is available in rural areas. But questions and doubts swirl around the program, and some hospitals are declining to spend their grant money or are returning funds to HHS.
