Moving towards primary health care: the Zambian experience

Primary health care in Zambia has been approached through an orderly succession of steps in which community participation has been stressed at every level. The current 5-year development plan in Zambia emphasizes the need to give priority to the rural population, whose needs are greatest. It is concluded that Zambia's experience so far in promoting primary health care has been encouraging, mainly as a consequence of public enthusiasm. Many anticipated problems have arisen, despite attempts to forestall them. Among these, the difficulty of gaining the support of trained medical personnel is the most notable.
