Measures for managing family planning within the floating populations of China are presented in 23 articles. These measures have been created with the intent of strengthening family planning management toward the control of population growth, and apply to fertile Chinese citizens in China who presently reside outside of their registered places of habitual residence. Local governments will take principal roles in implementing and managing family planning for these floating populations, while the state Family Planning commission will oversee procedure at the national level. While local governments will coordinate management efforts, they will also enjoy the collaboration of the national departments of pubic security, industrial and commercial administration, labor, public health, communications, construction, and others. Floating population birth permits are subject to approval by local administrations of habitual residence. Additional functions and responsibilities of local administrations are described. Additionally floaters are required to submit certifications of contraception practice to local administrations of present residence prior to seeking temporary residence, work, or business permits. Employers of such residents are then responsible for managing employee contraception. Closing articles discuss the granting of awards, family planning statistics, birth control expenses, and violations.
