This document contains the text of a 1988 European Communities Decision on setting up a prior communication and consultation procedure on migration policies in relation to nonmember countries. Article 1 holds that the member states shall provide the Commission of the European Communities with drafts of measures they intend to take with regard to third country workers and members of their families. In addition, members states will provide texts of any existing provisions on this subject. Article 2 gives the Commission the ability to initiate or enter into communication with a member state about these measures. The third article states that this communication will be for the purpose of exchanging information, identifying common problems, and facilitating the adoption of a common policy by member states. Article 4 contains details about the consultation procedure, and the final article addresses the decision to member states.
