This Act prohibits facilities, agencies, or physicians providing artificial insemination services in Louisiana on an anonymous basis from using fresh semen specimens. It requires such facilities, agencies, and physicians to test frozen semen specimens for the presence of AIDS virus antibodies. Exceptions are allowed to both rules with respect to the semen of a husband used to inseminate his wife.
