During the 8 years studied from 1990 to 1997, the limits and scope of the administration of small towns increased markedly. The incomes of residents increased and the economies developed. The development of the industrial structure showed wide variation with marked development in some towns and little development in others. The availability of employment showed little change over the period. The present monetary system in China is unfavourable to small towns. The regional environment of individual towns had a marked effect on their development.
