Revenue shortfalls are prompting state officials to seek creative ways to keep their Medicaid programs afloat. Some tactics include voluntary provider contributions and provider taxes to increase federal matching funds and paring back on the number and kind of benefits that states offer. Hospital groups, meanwhile, are starting their own grass-roots campaigns to shield Medicaid from crippling budget cuts.
