One of the most important tasks facing public health is the establishment of a system for the assessment of the quality and effectiveness of medical care. The precise definition of these notions will permit to develop unified indicators for evaluating the activities of curative and preventive institutions, their subunits, and medical staff which will result in raising the quality and effectiveness of medical care.
