The development policy for Colombia is presented in 2 volumes. Volume 1 describes the context of change (including a vision for the 21st century, macroeconomics, and prevention of natural disasters); political reform and decentralization; social aspects (education, culture, health, pensions, and families); and development and peace (management of conflict zones, agricultural sector, environment, justice, control of corruption, defence and security, ethnic groups, and infrastructure). Volume 2 describes exports (including tourism); social infrastructure (including urban development and drinking water policy); and support to the coffee-growing area devastated by an earthquake on 25 January 1999. The relationship with the International Monetary Fund and the law 508 of 19 July 1999 are also described.
