Drawing on interviews with farmers and administrators, this paper comes to the following conclusions about the Eastern Area Agricultural Development Project in Sierra Leone: (1) benefits to project farmers have increased after a long period of trial and error with farmers and administrators learning to cope with new techniques; (2) foreign exchange earning of the project area (Kenema, Kailahun and Kono districts) justify higher government investments in infrastructure and input support; and (3) self-reliance structures have been strengthened through the project, allowing more autonomy and increased participation in planning and implementation.
