This document contains major provisions of the 1988 Executive Order of the Philippines which sets forth procedures under which aliens who entered the Philippines before 1 January 1984 and have resided there continuously since then can have passport requirements waived. In addition to providing proof of residence, the immigrants must not have been convicted of a crime or of three or more violations of local ordinances during their stay in the Philippines. In addition, the aliens must have a minimal understanding of English or Filipino and knowledge of the history and government of the country or must be pursuing a course of study (these requirements may be waived for immigrants 65 years old or older). These provisions also contain procedural directions for the Commissioner of Immigration and Deportation in regard to the application fee and grounds for exclusion which may not be waived. The Commissioner is also authorized to issue pertinent rules and regulations.
