Healthcare systems must have an efficient and equitable way of allocating limited capital resources to their operating units. An effective capital allocation method has two key components: a formula that addresses the quantitative challenge of distributing capital, and scrutiny by corporate, regional, and local management to ensure that the formula works fairly.
