This Act authorizes Civil Registry Officials in jurisdictions in Guatemala where civil registers have been partially or completely destroyed because of violence to replace birth certificates and inscribe them in new registers. Persons who wish to have their births so recorded must apply and offer proof of their birth, by either appearing with one of their parents or supplying one of a number of enumerated documents. If this is not possible, the person must provide witnesses who will swear under oath as to the circumstances of the person's birth. Further provisions of the Act set forth the information to be included in the new birth certificates, various procedures to be followed by affected jurisdictions, and penalties, among other things. Civil Registry officials are required to replace birth certificates at no charge to applicants. The Act shall be in force for only 2.5 years.
