An investigation is made of the extent to which it is possible to overcome or alleviate some "bottle necks" in development by increasing employment in labour-intensive fields as well as by applying methods of production which do not require$big capital inputs. Potentials for increasing agricultural production in relation to the intensification of labour inputs are first investigated.
