The Health Policy Agenda for the American People (HPA) is a coalition of 172 public and private sector organizations committed to improving the nation's health care system. Expansion of Medicaid was identified by the HPA as one of the nation's most urgent health care issues. The Ad Hoc Committee on Medicaid has made recommendations for eight major reforms to increase the effectiveness of the program.
