Fertility is now declining in most of the world's developing regions. Over the past decade, International Union for the Scientific Study of Population (IUSSP) committees on fertility and family planning have disseminated research on the onset, magnitude, pace, and determinants of rapid reproductive change in developing countries. During 1995-99, the IUSSP Committee on Family Planning and Fertility will continue its program of regional comparative analyses of fertility trends in developing countries, giving priority to settings in which fertility decline is recent and determinants of trends are poorly understood, such as in South Asia and sub-Saharan Africa. The implications of the AIDS crisis for African family planning programs will also be addressed. The committee's interregional agenda will focus upon the need to update work published during the 1970s on techniques for the demographic analysis of programs. A methodological text will be prepared to provide evaluators and students with a compendium of techniques for analyzing program impact, and a seminar convened to summarize the achievements of family planning programs over five decades of effort, and the implications of developing country fertility regimes for policies and programs in the next century. This paper reviews the content and rationale for these activities and seminars.
