The paper describes the process of forming the Lake Kariba Gill-Net Fishermen's Association in Lake Kariba (a man-made lake on the Zambezi river between the northern border of Zimbabwe and the southern border of Zambia). The formation of the association is part of the adoption of the Communal Area Management Programme for Indigenous Resources. The paper outlines the objectives of the association and briefly discusses the progress of the effort at the district level (in the districts of Binga and Nyami Nyami). It is concluded that the process of forming the association is long and dynamic and requires the genuine commitment of the facilitating agencies. Fishermen need to be motivated, receive incentives and have the capacity to meet goals and achieve objectives. A relevant and timely training will create the proper environment for a capable team of fishermen.
