Almost 3000 commercial sex workers (CSWs) met under the aegis of Durbar Mahila Samanvaya Samitya (DMSS) militant prostitutes' rights organisation representing 30 000 male, female, and trans-sexual prostitutes in Bengal. DMSS believes that safer-sex practices, and hence control of HIV/AIDS and STDs cannot be enforced by individual CSWs without empowerment, and without the whole community upholding practices simultaneously.
