India's National Institute of Health and Family Welfare took up the challenge of demonstrating, operationalizing, and developing the methodology of this concept of primary health care with a project promoting community health, implemented from 1984 onwards. The project had three stages: communication and education; community interest groups/institutions; and community specific health activities. After deciding about project strategies, staff were recruited , comprising four Action Research Officers (AROs) and one supervisory research officer. Each ARO was responsible for 10-12 villages of a primary health centre. In total, 42 villages were selected, from Gwalior, Datia and Sagar Districts, Madhya Pradesh. The project has been in action for two years and has shown good results in the field of health and informal and formal education.
