This special issue contains 9 main papers which discuss Attacking Poverty, the World Development Report 2000/01. The dilemmas reflected in the report are discussed by some papers from the angles of: critical self awareness by the World Bank; promoting equality; shifting from the Washington Consensus to broad agnosticism; the limits to the World Bank's role in security and empowerment; and empowerment through collective action. Other papers suggest ways in which the analysis in the report could be strengthened, i.e., through the: inclusion of urban poverty and urbanization's role in political development; promotion of informal means of social protection; and investigation of the consequences of the human immunodeficiency virus/acquired immune deficiency syndrome pandemic.
