The 1876 Cruelty to Animals Act was based on the assumption that recognition of pain is possible but, even now, no infallible method of recognizing pain exists. This paper attempts to set out guidelines to help those who are concerned about animal welfare. It was "distilled from many years of experience with many animals" and will be useful to all who deal with animals.
