The economic growth that has taken place in Africa has benefitted the rich because so few jobs were created in relation to demand. In the short run it is not possible to rely on modernization, industrialization and urbanization for development. Most people live in rural areas and are dependent on farming, so agricultural policies are of crucial importance. However, agricultural development is not an easy task. To make development aid more poverty-oriented, Norway and the Irish Republic should use their bilateral aid to support health services and education and to provide essential imports. The paper was presented at a conference organized by the Advisory Council on Development Co-operation, Irish Republic, on Third World development - Ireland's response, held on 24 October 1987 in Dublin.
