From 3-7 March 1996, 60 representatives from NGOs in Africa, Asia and Latin America and representatives from European development agencies met in Gilleleje, Denmark. The aim was to examine and discuss the challenges facing Heads of State at the World Food Summit to be held in November 1996. A short analysis is presented relating to food security, which states that the emphasis should be on small-scale development, at the family farm and community level, with the aim of achieving self-sufficiency. Large-scale development projects often bring benefits in the short term only, and may also damage the ecosystem. Nineteen recommendations for action are drawn up, relating to investment in agricultural development, agrarian reform, women in development, education and training for small farmers, the role of NGOs, agricultural research priorities, North-South relations, and political factors in development.
