This paper describes some of the operational and impact aspects of a large human immunodeficiency virus/acquired immunodeficiency syndrome and sexually transmitted diseases intervention conducted by the African Medical and Research Foundation and other international and non-governmental organizations in refugee camps in Rwanda and surrounding Tanzanian communities in the Ngara district of Tanzania. The intervention programme was launched in August of 1994. Included in the discussion are the rapid needs assessment, designing and intervention package intervention and monitoring impact evaluation and coordination dissemination and policy advocacy.
