The report was prepared in pursuance of resolution 38/146 adopted by the General Assembly of the United Nations. Cooperation between the World Tourism Organization (WTO) and the UN is outlined, and a progress report made on the implementation of the Manila Declaration on World Tourism and the subsequent Acapulco Document. These documents provide a framework for both the general work of the WTO and the regional operational programmes. The WTO has broadened the concept of travel for leisure and holiday purposes to encompass all movements of persons. The aim is to encourage the realization of national potential through travel activities, and development in keeping with the distinctive features of the populations of each country.
