It is becoming widely thought that agricultural and rural development strategies in developing countries would benefit from increased collaboration between government organizations (GOs) and non-governmental development organizations (NGOs). In addition, multilateral agencies have begun to call for more NGO involvement in programmes that traditionally have been the preserve of the public sector. This paper takes a critical view of these issues, considering how such collaboration might address some of the constraints on NGOs' contributions to rural development and democratization. It moves on to discuss the achievements of NGOs in agricultural and rural development, and how these might be drawn upon in public programmes through inter-institutional contracts. The paper concludes with a discussion of the implications for the institutional organization of agricultural development in the 1990s.
