Evaluation of the United Nations Declaration on HIV/AIDS resource targets

A study was conducted to evaluate the goals of the UN Declarations on HIV/AIDS Resource Targets, the attainment of which is premised on reducing the costs of materials and services, increasing the efficiency of acquiring and managing funds, and channelling of new funds. Data were obtained from studies of the National Accounts of HIV/AIDS in Latin America and the Caribbean and from the recent available literature on the global dynamics of HIV/AIDS resources. The economic concept of global public good was evident throughout the text. The factors that constrain the funding and compel the adoption of new strategies in Brazil were determined. The issues addressed included: difficulties in maintaining the downward trend in the cost of items related to HIV/AIDS epidemic; incorporation each year of thousands of people needing antiviral therapy; increase in patient survival; and improvement in diagnosis to control the transmission of HIV/AIDS. It is concluded that to guarantee additional resources to control the HIV/AIDS epidemic, the discussion on funding must necessarily focus on AIDS support and increase in health funding as a whole. The recognition that the control of HIV/AIDS contributes to the global public good should facilitate the increase in development assistance from international funding sources.
