The report emphasizes that tourism must be an integrated part of national development plans and there should be comprehensive planning for both tourism and leisure activities. It indicates how the needs of the tourism sector can be integrated into overall spatial planning, and observed that: tourism and leisure facilities must be planned in order to promote social equity and give opportunities for cultural, intellectual, moral and physical well-being; that tourism can also yield economic benefits; and states accordingly legislate to facilitate workers' access to tourism and leisure. It is also important that national considerations should not be subordinated to international tourism, and should not harm local populations or the environment. The report also covers coordination in spatial planning in the short, medium and long term development of a country; the benefits for tourism resulting from efficient spatial planning; the institutional framework and coordination, especially the role and importance given to the national tourism authority; and methodology and procedures for planning and utilization of resources.
