This paper addresses the need for social policies to consider the impact of environmental degradation from the cotton monoculture industry in explaining endemically high rates of child mortality in the Central Asian Republics of the former Soviet Union. It is argued that exposure to environmental externalities (including pesticide pollution) resulting from the cotton sector contributes to high rates of child mortality in the region.
