The paper describes communities and the river system in an effort to establish policy recommendations towards sustainable rural development. It is based on preliminary analysis of research findings of the study of Interactions of Population, Resources and Environment, a joint project of the Cordillera Studies Center and Area Research and Training Center. A framework was designed for examining issues at village level and four villages were examined in detail. The physical characteristics of the river system are first described, and then the emergent properties of the interactions of man and environment are discussed: stability and sustainability, productivity, autonomy, solidarity, and equitability. Policy recommendations comprised: strengthing existing community based organization; introducing new livelihood activities; intensifying an information campaign on farming practices; providing government services; and environmental management.
