The thirtieth anniversary year of the People's Republic of China was marked in September 1979 by the adoption of national population goals and individual family-size objectives. 1 child per family is recommended. No penalties for 2 children per family, but there should be a 4-year space between the first and second child. The benefits for conforming to the desired norm as as follows: 1) priority for housing assignment; 2) preferential work assignments and promotion; 3) payment of educational expenses of children; 4) preference for assignment of a private land plot in rural areas; 5) preference for university admission; 6) parents with 1 child are given about 10% additional pay per month benefits; 7) 56 days of paid maternity leave provided for the first 2 pregnancies. If a woman becomes pregnant a 3rd time she is encouraged to have an abortion. Sterilizations are free on request anytime. If a family has a 3rd child all benefits are withdrawn. There is no paid maternity leave. 10% of the family's income is withheld and distributed among those families in the work group with only 1 or 2 children. The family name is publicized at public meetings. All priorities are lost to the family.
